Quayside container cranes manufactured by
Shanghai
Zhenhua Port Machinery Co.
Ltd.
(ZPMC)
can be found in 54 countries and regions, and over120
terminals around the world.
ZPMC
has an outstanding supply record of 1,000 quayside
container cranes, 1650 RTGs and numerous non-standard
large port machinery. According to the survey conducted
by World
Cargo News
in England. ZPMC
has had the largest order book for large container cranes
during the last seven yearsÅD In
order to deliver it's unique, heavy products,
ZPMC
has successfully converted 18 bulk cargo ships (60,000
DWT) into specialized vessels for transporting large
container cranes and heavy structural pieces. The work is
unique and requires extreme professional precision to
meet the operational requirements. February
2008 began as ZPMC
vessel M/V
Zhen Hua 10
broke
free of her moorings
in a storm & stranded off
Rotterdam
Entrance
on the night of Feb. 2 2008 -- with 5 towering, quayside
container cranes at risk of capsize. White knuckle days
followed -- but it was to be a long month for
ZPMC.
Some times we must question --
that
light at the end of the
tunnel. But
remember, no matter how careful your business enterprise
might be -- SHIP HAPPENS!. The
thirty days starting with February 2 2008, would become a
month that would definitely test the operations of
ZPMC. This
is our first Double Feature for
Cargo
Law --
the history here provides both triumph &
tragedy.

After The Close Call for M/V Zhen Hua 10 On Feb. 2 2008, Operations of ZPMC Have Returned To Normal.
Now M/V Zhen Hua 23 -- Another Ship of Shanghai Zhenhua Port Machinery Co. Ltd. -- Is Is Delivering Three New Quayside Gantry Cranes To Landguard Terminal, Port of Felixstowe, UK.
But There Were Reports of High Winds Forecast For The North Sea Area,
M/V Zhen Hua 23 Was Berthed On A Lay-By Berth At Felixstowe's Southern Terminal
March 1 2008, the container cranes on M/V Zhen Hua 23 are believed to be Super Post-Panamax equipment able to span vessels 22 boxes wide, and each with a value of £4m (US$7,900,000.00).
M/V Zhen Hua 23 Suffers A MAJOR MALFUNCTION - Collision While Adrift
March 1 2008 night, the semi-submersible M/V Zhen Hua 23 is blown into contact with the dockside of Felixstowe's Landguard Terminal at around 2am, a time when operations at the southeast UK port had been suspended due to 80 mph gusts sweeping the area. No one was injured during the incident.Headlight of The Oncoming Train -- Not A Light At End of The Tunnel
M/V Zhen Hua 23 Is Now Grounded On The South End of The Quay -- Major Damage
The Stern of M/V Zhen Hua 23 Is Sitting On The Beach Near The Viewing Point.
March 2 2008, by sunrise this morning, high winds had caused M/V Zhen Hua 23 to part her lines, with the vessel blown on the quay, her cargo damaged and two of the Landguard Terminal's three operational cranes, lying in a pile of scrap metal!
At least one of the cranes onboard - the one for Oxelosund Hamm, Sweden would also appear to be a write off. Those same high winds saw in the UK a total of 7 empty maritime containers blown off two freight trains in separate incidents. It was a bad night!
One of quayside cranes onboard the M/V Zhen Hua 23 made contact with the Number 2 Landguard shore crane, causing it to collapse. The second Landguard crane then was next fallen against & collapsed soon after. The DOMINO effect. Both Landguard cranes are a write-off.
One Big Mess -- One Lucky Yacht !
March 2 2008, a spokesperson for Hutchison Port Holdings, owner of Port of Felixstowe, said that the ZPMC vessel M/V Zhen Hua 23 was transporting 3 gantry cranes for Felixstowe, as well as one gantry crane for Thamesport. The fifth crane was said heading to Oxelosund Hamm, Sweden.
These Are Just Two Destroyed Cranes Out of A Total of 28 At Felixstowe.
But There Were The Only Three Cranes At Landguard Terminal -- Now There Is One Remaining.
This Is A King Size Disaster
The Cranes On The Languard Terminal Were Not New.
They Were 24-years Old & 12-Years-Old.
They Worked At The Shallower Berths, Mainly On Shortsea Services.
M/V Zhen Hua 23 Knocked Into One Quayside Crane -- And Then -- Other Languard Terminal Crane Fell Like A Domino
March 2, there is no evidence of any damage to the 3 new cranes still on board M/V Zhen Hua 23, and the Port of Felixstowe does not expect major disruption in its operations as a result of this incident.
M/V Zhen Hua 23, which is delivering the three new cranes will be transferred to Trinity Terminal where work will commence on unloading the new cranes.
Here Is The Result of March 1 2008 At Felixstowe -- A Disaster Not Expected.
Shanghai Zhenhua Port Machinery Co. Ltd. Saw A Light At The End of The Tunnel --
That Light Turned Out To Be The Oncoming Train of A Felixstowe Disaster.
After The Near Distater of M/V Zhen Hua 10 At Rotterdam Thirty Days Before -- Who Could Have Predicted This?
THAT IS OUR POINT
Regardless of Whether You Move Hazerdous Ocean Cargo --
Or If You Wash Cars, Or If You Compute Warehouse Intakes --
THAT LIGHT AT THE END OF THE TUNNEL Is Only A Challenge To Your Next Best Business Practice & Unexpected Event.
EDITORS NOTE:
27 March 2008 - This 30 day story in the life of Shanghai Zhenhua Port Machinery Co. Ltd. (ZPMC) should be a cautionary tale to all of us.All of our transport industry businesses face & overcome some crsis or another on a daily basis.
We all see "The Light At The End Of The Tunnel" -- but most often that light is just another oncoming train ..... as it was for ZPMC.
The object of this Cargo Law feature is only a modest reminder to follow four important logistics industry rules:
1. Learn From Past Mistakes & Risks in our industry;2. Adopt & follow a regeme of "Best Practices" for each of your operations;
3. Properly apportion your company risk by use of modern contract & operational contract documents limiting company liability; and
4. Secure the services of a qualified transport insurance broker to make sure that your particular risk along the supply chain is covered by quality insurance coverage. There are many trains roaring out of the tunnel toward you.
So very many of the FREIGHT FORWARDERS and CARGO SHIPPERS we meet -- do not have proper operational forms and are not properely insured. Sadly, this observation is all too often applicable to large, publicly traded companies. Being a big company, does not necessarily make a smart company. This is just a shame
It is very dangerous out there --

NOTE: Please Provide Us With Your Additional Information For This Loss.
EDITOR'S NOTE FOR SURVEYORS, ATTORNEYS & MARINE ADJUSTERS: The Internet edition effort of The Cargo Letter now celebrates it's 8th Year of Service -- making us quite senior in this segment of the industry. We once estimated container underway losses at about 1,500 per year. Lloyd's put that figure at about 10,000 earlier this year. Quite obviously, the reporting mechanism for these massive losses is not supported by the lines. News of these events is not posted to the maritime community. Our new project is to call upon you -- those handling the claims -- to let us know of each container loss at sea-- in confidentiality. Many of you survey on behalf of cargo interests with no need for confidentiality. Others work for the lines & need to be protected. As a respected Int'l publication, The Cargo Letter enjoys full press privileges & cannot be forced to disclose our sources of information. No successful attempt has ever been made. If a personal notation for your report is desired -- each contributor will be given a "hot link" to your company Website in each & every report. Please take moment & report your "overside" containers to us. If you do not wish attribution, your entry will be "anonymous." This will will benefit our industry -- for obvious reasons! McD
